    Liz Cinqueonce, MBA, CAEAs MN Community Measurement (MNCM) celebrates 20 years of service to Minnesota’s communities, we are taking time to reflect on our work and look to the future. Since our founding, MNCM has built extensive data resources, data infrastructure, analytic capabilities, and a strong legal framework — all developed through substantial public and private investments. The insights we’ve gathered and the partnerships we’ve formed are the result of the support and commitment from organizations like yours. As we embark on the strategic planning process for 2025-2030, we seek your input and guidance on how MNCM can continue to fulfill and expand our role in driving meaningful improvements in health care quality, equity, and affordability. The MNCM Board of Directors is committed to ensuring that our resources are fully leveraged to support the health and well-being of all Minnesotans. We recognize that each segment of our community—state government, employers, health plans, health care providers, consumers, community-based organizations, researchers, and academia—plays an essential role in these efforts. Your unique perspective is invaluable in helping us align our work with the evolving needs of our partners and collaborators. To help gather your input, we have developed a discussion guide to frame our conversations, along with an online response form for those who may prefer to share feedback in writing. Additionally, we will host conversations with each segment to ensure we gain a comprehensive understanding of your insights on the following questions.

    PIPE's Auto-Scaling Upgrade: A New Era of Efficiency in Healthcare Data Processing

    MN Community Measurement (MNCM) is excited to unveil a significant upgrade to the Process Intelligence Performance Engine (PIPE): the implementation of auto-scaling capabilities. This enhancement is designed with one primary goal in mind—reducing the number of files in the ingestion queue (QUE) by dynamically expanding PIPE's ingestion services, even during periods of high data submission activity.

    Why Auto-Scaling Is a Game-Changer

    PIPE is the backbone of clinical data submission and validation across Minnesota. With increasing volumes of healthcare data submitted for processing, particularly during peak periods, the system often experiences bottlenecks. Files queued for ingestion can lead to delays in processing, validation, and reporting.

    The new auto-scaling feature directly addresses these challenges. By automatically expanding the ingestion services based on real-time demands, PIPE ensures a smoother, faster workflow, significantly reducing backlogs in the QUE and improving the overall user experience.

    A Step Forward in PIPE's Evolution

    This upgrade lays the groundwork for further advancements, including future enhancements to data ingestion workflows, reporting tools, and system-wide performance optimizations.

    MNCM Launches the Performance Hub

    MNCM is enhancing its public reporting to provide timely, actionable data to drive advancements in health care quality, equity, and affordability. By sharing meaningful insights, MNCM aspires to foster collaboration among community partners, ultimately enhancing health outcomes across diverse populations.

    MNCM’s Performance Hub has interactive performance reports that provide comprehensive analyses of health care quality and cost measures. The performance reports provide detailed insights on statewide rates, statewide trends, performance variation by regions and medical groups, and performance by various demographics. These performance reports will be refreshed tri-annually following the finalization of each data stream (quality measures reported by medical groups, quality measures reported by payers, and cost and utilization).

    In lieu of the community reports that MNCM releases throughout the second half of the year, MNCM will be launching a comprehensive annual report that provides in-depth analyses and actionable insights tailored to community needs. The report for 2023 Measurement Year (MY) results will be released in early 2025. MNCM will continue to release the Disparities by Insurance Type Report in collaboration with the MN Department of Human Services (DHS).

    MNCM also transitioned its Appendix Tables to an on-request model to allow assessment of its utility. The appendix tables are available for each measure that MNCM publicly reports. These tables provide medical group and/or clinic level performance rates for each measure, including a comparison to the statewide average (i.e., rating). Please submit a request using this form.

    Medical group and clinic level performance results can also be accessed through MNHealthScores, which offers unbiased, trustworthy performance data for medical groups and clinics, enabling consumers to make informed decisions based on quality and cost ratings.

    2024 Measurement Year Annual Registration & Measure Calculation Cycle Preview

    Annual registration is now open for the 2024 Measurement Year (MY)!

    Medical groups that have not previously utilized the PIPE Portal for annual registration and have either not completed onboarding or are not required to report on clinical measures should look for a communication from MNCM with details on next steps. If your organization did not receive a communication from MNCM, please contact support@mncm.org. Registration will close Monday, February 10. Don’t delay! 

    For groups that have previously reported measures utilizing the PIPE Portal and groups that will complete onboarding by the end of 2024, measure calculation for the 2024 Measurement Year (2024 MY) will be available January 13, 2025, through February 28, 2025. Annual registration must be completed and all 2024 dates of service data submitted in PIPE prior to the calculation of measures. Medical Groups that have previously calculated measures through PIPE will also need to complete PIPE Data Submission Certification prior to measure calculation.  Please look for a communication from MNCM with all the details. To ensure timely delivery of required reports and deliverables, MNCM is not able to grant measure calculation extensions after the deadline.

    Medical groups that will not complete onboarding to PIPE by the end of 2024 will have the opportunity to complete onboarding and 2024 MY measure calculations later in 2025. For these medical groups, annual registration must still be completed by February 10. Please look for communications from MNCM and/or your MNCM onboarding project lead for details and next steps.

    Supporting Membership

    Supporting membership is a great way to show your support and commitment to improving the quality and affordability of health care in our community through collaboration with other stakeholders. It also supports MNCM’s efforts to make quality measurement easier so clinic staff can spend more time on improvement activities. Annual membership dues are designed to be affordable and are based on the size of the medical group based on the number of providers reported by the medical group through annual registration for data submission.
